"
War
is
always
destructive
; that
is
its
purpose
and
it
can
never
be
anything
else
. In
wartime
the
savage
and
brutal
in
human
nature
is
loosed
from
restraint
.
Mankind
has
made
many
advances
in
Christianity
and
civilization
since
those
days
when
the
barbarians
first
swept
over
the
civilized
world
leaving
ruin
in their
path
, and
civilized
nations
have
bound
themselves
by
certain
rules
for
safeguarding
even
in
wartime
. In this
great
war
it
was
appalling
to
see
such
rules
set
aside
, and to
realize
that
warfare
today
is
just
as
ruthless
and
cruel
as in the
dark
ages
of
long
ago
. Not
only
did
the
German
soldier
disregard
the
rules
of
war
, but he
seems
to have
done
so
under
the
explicit
command
of his
superior
officers
,
who
are
acting
in
accordance
with the
program
of
Germany's
war
lords
.
Private
property
of
all
kinds
was
looted
or
destroyed
;
mills
and
factories
were
dismantled
;
orchards
were
ruthlessly
cut
down
, and
even
mines
were
flooded
. In
carrying
out
their
policy
of
terrorism
in the
occupied
parts
of
France
and
Belgium
, the
German
mind
seemed
to
take
great
delight
in the
battering
down
of
such
noted
public
buildings
as the
famous
Cloth
hall
at
Ypres..
. and the
Library
at
Louvain
.
Cathedrals
seem
to have been a
favorite
target
for their
huge
guns
, and for
battering
down
these
sacred
and
historic
edifices
, the
Teuton
gunners
seem
to have
considered
it
always
an
open
season
.
Such
destruction
as that
visited
upon
the
wonderful
Cathedral
at
Reims
, or
upon
the
beautiful
church
at
Albert
, was not
only
a
blow
struck
at
civilized
warfare
, but an
affront
to the
artistic
tastes
of
